Education Reform Movement

Education Reform Movement groups organized advocacy movements that seek to change how schooling is delivered or governed, separate from a single enacted law or a specific government program that already implements a reform. Belongs here: a sustained policy movement with contested aims and multiple implementations, such as school choice, the movement to expand charter schools, vouchers and open enrollment as alternatives to an assigned public school. Does not belong here: one government's own specific enacted program or statute carrying out a reform, which is grouped under US Federal Program, US Federal Legislation or the matching national group.
