European Reform Process

European Reform Process groups multi-country policy harmonization processes coordinated across European higher education systems, separate from a single nation's own legislation or program. Belongs here: an intergovernmental process that aligns degree structures, credit systems or quality standards across participating countries, such as the Bologna Process, which created the European Higher Education Area. Does not belong here: a single country's own domestic education law or programme, and an international assessment program that measures rather than harmonizes policy.
