The Newsom Report, published in 1963 under the title Half Our Future, was a UK government review of the education of secondary school pupils of average and below-average ability, chaired by John Newsom. It highlighted poor conditions in many secondary modern schools and argued that these pupils deserved teaching, buildings and resources of the same quality as their more academically able peers, contributing to the case for raising the school leaving age.

What did the Newsom Report recommend about the school leaving age?
It recommended announcing at once that the leaving age would rise to sixteen for pupils entering secondary school from September 1965.
The Newsom Report asked for an immediate announcement that the school leaving age would be raised to sixteen for all pupils entering secondary schools from September 1965 onwards. The Central Advisory Council for Education (England) made this recommendation in Half Our Future, its 1963 report on the education of pupils of average and below-average ability, and it was part of the report's case that these pupils needed an effective secondary education.
