International Civic and Citizenship Education Study (ICCS)

International Assessment Program

The International Civic and Citizenship Education Study (ICCS) is a cross-national assessment run by the International Association for the Evaluation of Educational Achievement (IEA) that measures how young people, typically in the eighth grade, are prepared for their roles as citizens. It tests students' civic knowledge and surveys their attitudes toward democracy, government, human rights, diversity and civic participation, with cycles conducted roughly every seven years beginning in 1999 as the IEA Civic Education Study.

FAQs

Which students take ICCS and is the study still running?

Eighth graders (ninth in countries where eighth graders are younger than 13.5); ICCS 2027 is in progress.

ICCS assesses students enrolled in the eighth grade, provided that the average age of students at that year level is 13.5 years or above. In countries where the average age in Grade 8 is below 13.5, Grade 9 is the target population instead. The study was first implemented in 2009 with later cycles in 2016 and 2022, and the current cycle, ICCS 2027, is in progress and completes the study's move to a fully digital assessment.
