Federal State Educational Standard (FGOS)

State Standards Initiative

Russia's national set of educational standards, Federalny Gosudarstvenny Obrazovatelny Standart, first issued for general education between 2009 and 2012 and periodically revised, most substantially in 2021-2022, establishing mandatory learning outcomes, curriculum structure and conditions of implementation for every level of Russian education from preschool through higher education. Unlike a single fixed textbook or syllabus, FGOS sets the outcomes schools and universities must achieve, with an approved federal list of textbooks and exemplary curricula used to meet those standards, and the 2022 revision notably tightened requirements toward a single mandatory core curriculum across regions.

FAQs

What does the Federal State Educational Standard actually require of a university?

Mandatory requirements covering program structure, delivery conditions and learning results.

The standards are a set of requirements that are mandatory for institutions with state accreditation when they run basic educational programs of higher education. For higher education they cover three things: the structure and capacity of the basic educational programs, the terms and conditions for delivering those programs, and the results students must achieve. In other words, the standard sets the framework a program has to meet, rather than handing institutions a single fixed syllabus.
