The Courses of Study (Gakushu Shido Yoryo) are the national curriculum guidelines issued by Japan's Ministry of Education, Culture, Sports, Science and Technology (MEXT) for kindergartens, elementary, junior high and senior high schools. Revised roughly once a decade since the postwar period, they set out the objectives and content to be taught in each subject at each grade, and every textbook used in Japanese public schools must be authorized against them.

Do the Courses of Study apply to every school in Japan and what are they meant to guarantee?
They are national standards for all schools from kindergarten to upper secondary school so that education meets a fixed standard across the country.
MEXT sets the Courses of Study as broad standards for all schools, from kindergarten through upper secondary schools, so that each school organizes its programs to a fixed standard of education throughout the country. MEXT says they have generally been revised once every 10 years. The revision of March 2008 for elementary and lower secondary schools, and of March 2009 for upper secondary schools and schools for special needs education, aimed to nurture "Zest for life" while balancing basic knowledge and skills with the ability to think, make decisions and express oneself.
