The Dakar Framework for Action was adopted at the World Education Forum held in Dakar, Senegal, in 2000, convened by UNESCO as a follow-up to the 1990 Jomtien Declaration. It reaffirmed the goals of the Education for All movement and set a revised target date of 2015 for achieving universal primary education and other education access goals, guiding international education policy and donor funding through the following decade.
