Salamanca Statement

The Salamanca Statement is a declaration on the education of children with special needs, adopted by delegates at the World Conference on Special Needs Education convened by UNESCO and the government of Spain in Salamanca in 1994. It called on governments to adopt the principle of inclusive education, enrolling children with disabilities in ordinary schools unless there are compelling reasons for doing otherwise, and it became a widely cited reference point in international disability and education policy.
