Finland's education system runs from daycare through a one-year preschool at age six and an eleven-year compulsory comprehensive school spanning ages seven to eighteen. A reform phased in between 1972 and 1977 replaced an earlier, more selective structure with the modern nine-year comprehensive school, peruskoulu, attended by every child regardless of ability or background. The system largely avoids high-stakes standardized testing in the early grades, relying on verbal assessment rather than formal marks, and Finland has ranked consistently near the top of the OECD's PISA study, though its position has slipped somewhat in more recent cycles.

Finland's system is often cited as a high-performing alternative to test-heavy accountability systems: it relies on verbal assessment rather than formal high-stakes tests through the early comprehensive-school years.
