The Organisation for Economic Co-operation and Development (OECD) is an intergovernmental organisation founded in 1961, succeeding the 1948 Organisation for European Economic Co-operation, to stimulate economic progress and world trade among its members. Headquartered in Paris, France, its 38 member countries are highly developed economies that together represent well over half of world nominal GDP. In education the OECD is best known for administering the Programme for International Student Assessment (PISA), which compares educational outcomes across member and partner countries and has become a widely cited benchmark in national education-policy debates.
