Crowther Report

Government Report

The Crowther Report, published in 1959 under the title 15 to 18, was a UK government review of education for teenagers, chaired by the historian Geoffrey Crowther. It recommended raising the minimum school leaving age to 16 and expanding part-time further education for young people who left school early, and its recommendations informed the eventual raising of the school leaving age in England and Wales.
