Not itself an ISCED level: this is a browsing convenience for entities in the institution type that are not single teaching institutions at all, but the international organizations, national systems and cross-border accrediting or curriculum bodies that govern, coordinate or set standards across many institutions and levels at once. Belongs here: intergovernmental bodies such as UNESCO and the Organisation for Economic Co-operation and Development, national education systems named as a whole such as the Finnish education system and the Prussian education system, an international curriculum and qualification body such as the International Baccalaureate, and a pedagogical movement's own international accrediting body such as Association Montessori Internationale. Does not belong here: any single school, college or university, however prestigious or historic, which belongs under primary and secondary schools or higher education institutions above according to the level it teaches.
