US Federal Program

US Federal Program groups executive initiatives that the United States federal government funds and operates to deliver a specific education service or incentive, separate from the statute that authorizes federal spending in general. Belongs here: a named program such as Head Start, the early childhood program for children from low income families, and Race to the Top, the competitive grant program that incentivized state level reform. Does not belong here: the underlying appropriations statute itself, grouped under US Federal Legislation, and a comparable programme run by another country's government, grouped under UK Government Programme.

Launched in 1965 by its creator and first director Jule Sugarman and Bernice H. Fleiss, Head Start was originally conceived as a catch-up summer school program that would teach low-income children in a few weeks what they needed to know to start elementary school.
