Harold J. Noah

Harold J. Noah, born in London in 1925 and died in January 2019, was an American educator and researcher specializing in comparative education and the economics of education. He studied at the London School of Economics and King's College, University of London, and took his Ph.D. at Teachers College, Columbia University, where he was a professor from 1964 to 1987 and Dean of the College from 1976 to 1981. He was widely recognized as a distinguished authority in comparative education. His research examined the economic and public finance aspects of Soviet education in the 1960s and 1970s, and from the mid 1960s he advocated applying empirical social science methods to comparative education, chiefly in collaboration with Max A. Eckstein. His works include Financing Soviet Schools in 1966, Toward a Science of Comparative Education in 1969, Secondary School Examinations in 1993 and Fraud and Education: The Worm in the Apple in 2001.
